7,640 islands, sitting deep in the Coral Triangle, the Philippines packs more diving variety into a single country than anywhere else I've worked. From thresher sharks at dawn off Malapascua to muck dives in Anilao that show you a five-millimetre frogfish posing on a tomato can, this is the divemaster's playground.
The Philippines Has Six Diving Regions
You can't see them all in one trip. Pick by what you want.
1. Tubbataha Reef (Sulu Sea)
UNESCO atoll, accessible only mid-March through mid-June by liveaboard. Reef sharks, schooling jacks, healthy hard coral, occasional whale sharks and tiger sharks. Easily the country's premier dive site.
2. Apo Reef (Mindoro)
Second-largest contiguous reef after Australia's GBR. Reef sharks, schooling fish, drift dives, walls. Liveaboard or land-based from Sablayan.
3. Malapascua and Monad Shoal (Visayas)
The world's only reliable place to see thresher sharks. They visit Monad Shoal cleaning station daily at dawn. 5am wake-ups, but worth it.
4. Anilao (Luzon)
Macro paradise — the country's underwater photography capital. Frogfish, mimic octopus, blue-ringed octopus, ornate ghost pipefish, all 1-2 hours from Manila.
5. Coron / Busuanga (Palawan)
WWII Japanese wreck graveyard. 12 wrecks across Coron Bay at 18-40m. Penetration possible on most.
6. Donsol and Oslob (Sorsogon, Cebu)
Whale sharks. Donsol = wild encounters (snorkel only, ethical), Oslob = fed encounters (controversial, skip). Bohol's Cabilao adds pygmy seahorses and macro.
Iconic Sites
Monad Shoal Pre-Dawn (Malapascua)
5:30 AM dive. You wait quietly behind a marker line at 25m. Threshers (3m long with their iconic tail) cruise past for cleaning. Sometimes you'll see eagle rays or hammerheads in passing.
Black Forest (Tubbataha)
Wall covered in black coral trees, schooling jacks and tuna in the blue.
Kalanggaman Island Sandbar Dive
Shore drift past walls and back to a perfect sandbar.
Verde Island Drop-Off (Anilao gateway)
Listed as the centre of marine biodiversity in academic literature. Schooling fish, healthy soft coral, occasional pelagics.
Akitsushima Wreck (Coron)
Japanese seaplane tender, 38m max depth. Penetration through engine room.

Best Time
- March-May: Tubbataha season, calmest, best vis. Whale sharks at Donsol.
- December-February: Cool dry season, good vis everywhere except west-facing sites.
- June-November: Wet season, occasional typhoons, fewer crowds, lower prices.
Sample 14-Day Diving Trip
The classic full-Philippines route:
- Days 1-2: Manila → Anilao. 6 macro dives.
- Days 3-4: Fly Cebu → Malapascua. Threshers x 2 mornings + reef dives.
- Days 5-6: Boat to Bohol/Cabilao. Pygmy seahorse, drift.
- Days 7-8: Moalboal — sardine ball, Pescador Island.
- Days 9-13: Tubbataha liveaboard from Puerto Princesa (March-June only).
- Day 14: Return to Manila.
Costs
- Tubbataha 7-day liveaboard: USD 2,800-4,500.
- Land-based dive resorts: USD 80-200/night with diving USD 35-65/dive.
- Anilao macro week: USD 1,200-2,500 all-in.
- Open Water course: USD 350-450.
- Coron wreck day trip: USD 100-150 (3 wrecks, lunch).
Skill Levels
Most Philippines sites are Open Water friendly. Tubbataha and Apo Reef require AOW + Nitrox. Wreck penetration in Coron requires Wreck specialty. Strong currents at Verde Island and some Tubbataha sites favour experience.
What to Pack
- 3mm wetsuit (water 26-30°C).
- Reef hook (Tubbataha, Verde).
- SMB + finger reel.
- Macro torch + spotting torch (Anilao, Dauin).
- Underwater photography rig if into critters.
- Strong sea-sickness tablets (Tubbataha crossing).
Combining Macro and Big-Animal Trips
A 10-day trip combining Anilao + Malapascua + Donsol gives you mantas, threshers, whale sharks and frogfish all in one journey. The internal flights make it easier than it sounds.
Ethical Notes
- Skip Oslob whale shark feeding — fed sharks become dependent and behaviourally altered.
- Donsol is the ethical alternative — wild encounters, tight regulations, snorkel only.
- Apo Reef and Tubbataha permits fund ranger teams. Pay them gladly.
- Coral touching, gloves on hard coral — still a problem with some local guides. Decline politely.
Beyond Diving
- Surf Siargao (Cloud 9 break).
- Trek Banaue rice terraces, Luzon.
- Island-hop El Nido and Coron lagoons.
- Eat lechon (whole roast pig) on Cebu.
- Climb Mt. Pulag for sunrise above the clouds.
Common Mistakes
- Trying to dive the whole country in 7 days. Pick 2-3 regions max.
- Underestimating travel. Internal flights are weather-dependent.
- Visiting Tubbataha outside the season. The reef is closed mid-June to mid-March.
- Booking Oslob without research. Donsol is the right whale shark choice.

Frequently Asked Questions
Is the Philippines safe for diving travelers?
Yes — diving regions like Visayas, Palawan and Luzon are well away from any active conflict zones. Mindanao's Sulu Sea has had advisories historically — Tubbataha access is well-controlled.
Can I dive Tubbataha as an Open Water diver?
Most operators require AOW + 30-50 dives. The reefs feature current and depth ranges that punish weak divers.
When can I see threshers at Malapascua?
Year-round — they're a daily resident at Monad Shoal. Dawn is mandatory.
Should I see whale sharks at Donsol or Oslob?
Donsol. Oslob's fed sharks are unethical and behaviourally compromised. Donsol's wild interactions are regulated and seasonal (Nov-May).
Is Anilao worth the trip if I'm not a photographer?
Honestly, less so. Anilao is paradise for macro shooters. Non-photographers will enjoy a couple of days but not a week.
